The first step towards setting up of Panchayat Raj System was taken up in the State in the year 1959 by adopting the Uttar Pradesh Panchayat Act viz “The United Provinces Panchayat Raj Act-1947” with some modifications. The Tripura Panchayat Raj Rules were framed in the year 1961 introducing single tier Panchayat Raj system. The elected body of the Gaon Sabha was constituted through open election by raising hands.
